미 트럼프 행정부, 우크라이나에 사실상 경제적 식민지화 요구

지난 주 트럼프 행정부는 우크라이나 정부와 진행한 재건투자기금 협정의 초안 내용에 전쟁지원에 대한 대가로 5천억 달러(한화 약 720조원)을 요구하며 사실상 경제적 식민지화를 도모하는 것이 아니냐는 비판이 이어지고 있다.

위 내용을 보도한 영국 일간 텔레그래프에 의하면 이 초안에 실린 조건이 우크라이나의 GDP 규모에 대비한 비율로 보면 제1차 세계대전 이후 베르사유 조약으로 독일에 부과된 배상금보다 더 큰 금액이며 이는 “우리에게 줄 것을 주고, 남은 돈이 있다면 당신들 밥이나 먹으라는 뜻”이라고 강하게 비판하고 나섰다.

한편 미국은 해당 재건투자기금을 통해 미래에 체결될 우크라이나 관련 자연자원 사업과 선정기준 및 조건 등에 허가권을 유치하게되며 우크라이나 수출 광물에 대해 우선매수청구권을 보유하게 되며 자원경제에 대한 전면적인 통제권을 손에 넣게된다. 해당 초안으로 두 국가가 협의할 경우 전쟁이후 우크라이나의 국면에 큰 위기가 닥칠 것으로 예상되고 있다.


Last week, the Trump administration faced criticism for allegedly attempting economic colonization by demanding $500 billion (approximately 720 trillion KRW) in exchange for war support as part of a draft agreement on reconstruction investment funds with the Ukrainian government.

According to a report by the British daily The Telegraph, the conditions outlined in the draft, when compared to Ukraine's GDP, exceed the reparations imposed on Germany by the Treaty of Versailles after World War I. The report strongly criticized the agreement, calling it a way of saying, "Give us what we want, and if there's anything left, you can feed yourselves."

Meanwhile, through this reconstruction investment fund, the U.S. would gain the authority to approve future Ukrainian natural resource projects and set criteria and conditions. The U.S. would also secure a preemptive right of purchase on Ukrainian export minerals, effectively gaining full control over the resource economy. If the two countries proceed with negotiations based on this draft, it is anticipated that Ukraine will face significant challenges in the aftermath of the war.
